The campus was created through a Memorandum of Agreement (MOA) between the University and the Municipal Government of Santo Tomas in 1992. The campus was led by Prof. Julita Q. Lopez until September 2010. Since October 2010, the campus is being administered by Dr. Arman Torres. <ref name="wikipedia"/>
