On January 22, 2003, the Marikina City Council signed and passed Ordinance No. 015, which established Pamantasan ng Lungsod ng Marikina as a city university. In 2003, the Commission on Higher Education allowed PLMar to offer Bachelor of Science in Marine Engineering, Bachelor of Science in Accountancy, Bachelor of Science in Business Administration and Bachelor of Secondary Education.
